Homelessness and quality of life issues present a unique set of challenges to downtowns and improvement districts. Unwanted behavior and unpleasant activities can affect communities in myriad ways. Panhandling, public intoxication, public urination, loitering, trespassing and other similar unwanted and illegal behavior occur daily.
